Indeed, 2016 is a challenging year for us. A new administration, under the leadership of President Rodrigo R. Duterte, posed a challenge for the attainment of “zero unmet need for modern family planning” to all concerned agencies. This challenge is for the full implementation of Republic Act No. 10354 otherwise known as the Responsible Parenthood and Reproductive Health Act of 2012. Unmet need for modern family planning refers to women capable of becoming pregnant and giving birth who are not using contraception but wish to postpone their next childbirth or stop childbearing altogether.

As the lead agency in implementing the Philippine Population Management Program in Regions IV-CALABARZON, the Commission on Population (POPCOM) Region IV is ready to take the challenge.

This website showcases the various demand generation activities, which include orientations and trainings of POPCOM Region IV for its Local Government Units, partner agencies and civil society organizations.

There are a number of ways to respond to President Duterte's directive and these activities are just some of them. Although trials and hurdles are very much a part of the journey towards success, POPCOM Region IV, being an organization that works for the empowerment of Filipino families, is ready to face this task head on.

Let's continue to empower more Filipino families and communities!

ISDN1POPCOM IV is pilot-testing the Information and Service Delivery Network (ISDN) for Adolescent Health and Development (AHD) project in the City of Bacoor which will adopt and promote the establishment of the ISDN for the IsCool Teen Center (ITC) at the Bacoor National High School (BNHS) Bacoor City.

POPCOM Region IV recognizes the important role of adolescents and youth in the   human and socio-economic development of an area
. POPCOM IV al
so recognizes that addressing these critical concerns affecting young people needs the close collaboration and collective actions from all stakeholders including the concerned local government departments, civil society organizations particularly those providing services for young people’s concerns, and the   religious and private sectors, for more strategic and effective interventions.

The ISDN links information and service delivery interventions for adolescent and youth health-related needs, and develop partnerships that are interagency, for comprehensive provision of health and development interventions for young people in Bacoor City.

POPCOM IV conducted two (2) meetings last August and
October, 2016 at Bacoor City Hall in order to orient different stakeholders on ISDN. The members include the Office of the Mayor, the City Population Office (CPO), the DepEd Schools Division, the CHO, the CSWDO, and, the Strike Foundation, Inc.

During the 1st meeting, the Adolescent Health and Youth Development (AHYDP) of   POPCOM and the ISDN on AHD in Marikina were discussed. While in the 2nd meeting, Ms. Bernadette Valenzuela (Nurse) and Mr. Richie Dayto (Vice-President) of Batang Laging Umiiwas sa Tiyak na Impeksyon (BALUTI) or Protect the Child from Infection, were invited to present their accomplishment and existing programs for the youth.

BALUTIis a youth-led organization working in the community and in schools. They target MARCY (Most At Risk Children and Young People) including gang members, men having sex with men (MSM), I Don’t Understand’s or IDU's, children and youth in prostitution.
