Article 16 of the Family Code mandates the counseling session required to all marrying couples where one (1) or both parties are 18-25 years old in addition to their attendance to the Pre-Marriage Orientation (PMO).
Based on the Joint Memorandum Circular (JMC) No. 1, Series of 2018 on the Revised Pre-Marriage Orientation and Counseling (PMOC) Program Implementing Guidelines of 2018 approved by the Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Philippine Statistics Authority (PSA), and, then Commission on Population and now Commission on Population Development (POPCOM), for new PMOC Team Members, they must undergo the Training on PMOC.
POPCOM’s role based on the said JMC is to provide PMO training on the PMOC Manual Module I. POPCOM may conduct the training or collaborate with other agencies for the conduct of the same. One of which is the topic on PMOC accreditation processes by DSWD.
Likewise, POPCOM shall issue a Certificate of Training Completion to all PMOC team members that have undergone said training. The Certificate will form part of the accreditation requirements for Pre-Marriage (PM) counselors.
The Commission on Population and Development (POPCOM) Region IV-A CALABARZON
in close coordination with LGU partners conducts PMO trainings for new PMOC team members as well as for old members who need refresher course on PMO. A refresher course is given after every three (3) years.
From January 1 to August 13, 2021, POPCOM IV-A had conducted three (3) PMO trainings on PMOC Manual Module I, and issued ninety-six (96) Certificates of Training Completion.
As of July 10, 2021, there are 154 accredited PM counselors who can conduct PMC sessions, 647 trained but not accredited PM counselors, and a total of 801 trained/PMOC team members in CALABARZON. Trained/PMOC team members can discuss topics from the PMOC Manual Module I but cannot sign in the PMC certificate and/or conduct PMC sessions for would-be couples.
For the PMO training, the topics discussed were: Marriage and Relationships, Responsible Parenthood, Planning the Family, and Pregnancy and Child Care. Time allocation for each topic, session and activity was also presented. A return demonstration was also part of the training for them to be ready for the DSWD accreditation and to gauge their knowledge and skills acquired from the training.
