The Commission on Population and Development (POPCOM) Region IV-A CALABARZON together with Regional Line Agencies (RLAs) DSWD, DILG, NCIP, and the City Population Office of Antipolo will implement the Social Protection Program for Adolescent Mothers and their Children (SPPAMC) in Antipolo City.

The State recognizes the vital role of the youth in nation-building, and shall promote their physical, moral, spiritual, intellectual, and social well-being.

As the lead agency in social protection, the DSWD is mandated to respond to the multi-faceted needs of adolescent mothers, their children and families through its Social Protection Programs.

The development of such programs addressing adolescent pregnancy is likewise mandated in the Special Provisions of the 2021 General Appropriations Act (GAA).  Since this is a whole of government concern, complementation and collaborations among key government agencies are required to formulate a comprehensive SPPAMC as initiated by POPCOM. 

POPCOM and DSWD recognize that addressing the issue of adolescent pregnancy cannot be solved by the DSWD, the POPCOM nor any single agency because of the numerous concerns, its urgency and the need for a whole-of-nation approach.

As such, the partnership between the DSWD and POPCOM on the implementation of the SPPAMC is indeed crucial. 

The SPPAMC is implemented by POPCOM together with the said RLAs which aims to address the plight of adolescent mothers and their children.  It also aims to prevent adolescent pregnancies and repeated adolescent pregnancies in pilot cities nationwide thereby addressing adolescent fertility by conducting a Rapid Appraisal of chosen adolescent mothers. 

Afterwards, formulation of policies in LGUs’ plans and programs will be done for the establishment of sufficient and accessible measures to protect the well-being of adolescent mothers and their children.  This is envisioned in the Philippine Development Plan,  the  2030  Agenda for Sustainable Development, and incorporated in the Adolescent Health and Development (AHD) program, a major program component of the Philippine Population and Development Program (PPDP).

In July, 2021, POPCOM Central Office selected Antipolo City, the most populous city in CALABARZON and the 8th most populous city in the country, as one (1) of the pilot cities for the    SPPAMC    thereby    joining    five    (5)    other     cities    I n     the     country,      namely: 

Caloocan City in NCR, Cabanatuan City in Central Luzon, Legazpi City in Bicol, Iloilo City in Western Visayas;  and,  Malaybalay City in Northern Mindanao.

Honorable Mayor Andrea B. Ynares will lead the SPPTMC in Antipolo City together with the SPPAMC City Team composed of the Sanguniang Panglungsod members and other identified stakeholders (City Social Welfare and Development Office, City Population Office, NCIP – Rizal, and the Gender and Development Office).
