The Commission on Population and Development (POPCOM) Region IV-A CALABARZON organized and conducted the Awarding Ceremony for 2022 KPA last March 4, 2022 at Hotel Dominique, Tagaytay City. The 2022 KPA is a Search for Outstanding Local Government Units (LGUs) in Advancing the Population and Development Program during the COVID-19 Pandemic. It aims to recognize the efforts and initiatives of the LGUs in advancing various population and development strategies during the pandemic.
All qualified component cities and municipalities joined the KPA to assess their accomplishments under the three (3) major components of the Philippine Population and Development Program (PPDP), namely:
- Responsible Parenthood and Family Planning (RPFP) Program
- Adolescent Health and Development (AHD) Program (Prevention of Adolescent
- Population and Development (PODEV) Integration – Use and Integration of
Population Data and Information in the Development Initiatives including Development
of Pandemic Response
This year’s KPA has two (2) levels, national and regional levels with City and Municipal Levels category.
POPCOM IV-A Regional Director Angelito S. Obcena delivered the Opening Message citing that the KPA was formerly called Rafael M. Salas Population and Development Award (RMSPDA) and the last KPA was in 2019 wherein Population Officers, Workers and Structures were honored and given plaques of recognition and cash prizes. This year (2022), the LGUs are the ones being recognized and will receive plaque of recognition and cash prizes.
He explained that thirteen (13) nominees were judged by the Regional Search and Awards Committee (RSAC) composed of seven (7) RLAs, namely: NEDA, DILG, DOH, DepEd, PSA, PhilHealth, and FriendlyCare Foundation, Inc.
The overall criteria of the award on PPDP interventions and strategies are: (1) Innovativeness, Responsiveness and Adaptability – 30%; (2) Sustainability – 30%; and (3) Reliability, Timeliness, Comprehensiveness and other Relevant Data – 40%.
POPCOM Executive Director, Undersecretary Juan Antonio A. Perez III gave the Keynote Address. He congratulated the CALABARZON LGUs for contributing in the decreased total fertility rate (TFR) in 2020 which was 1.8. Region IV-A CALABARZON, having the highest number of population in the country, in 2020, also had the highest number of family planning (FP) method users in the country in 2020. He congratulated CALABARZON LGUs for their significant accomplishments in the 3 said PPDP components.
Undersecretary Perez III also attributed the decrease in TFR to the RPFP program and the Responsible Parenthood and Reproductive Health (RPRH) Law or Republic Act No. 10354.
Today, POPCOM being the Commission on Population and Development also promotes progress/ development, thus, the POPCOM tagline “Planado, Protektado at Progresibong Pamilyang Pilipino”.
Dr. Alejandro E. Legarda, Health Standards and Quality Administrator/Acting Clinic Manager, FriendlyCare Foundation, Inc., Chairperson of the RSAC, delivered the response message of the RSAC. He said that the RSAC members also compose the Regional Implementing Team (RIT) and the POPDEV Regional Team. He congratulated the CALABARZON LGUs for their dedication and commitment in delivering quality services in their localities. He announced that he appreciates fact that most of the three hundred (300) ligation acceptors are from CALABARZON. Therefore, it is but fitting that POPCOM IV-A honors today the outstanding LGUs (cities and municipalities).

The First (1st) Place Winners will vie at the National Level KPA, and the National Awarding Ceremony will be on May 4, 2022.
Based on the results, only the Municipality of Tanay qualified under the POPDEV Integration category, thus, the region has no entry for the city level. It was evident that the region lacks POPDEV Integration PPAs and accomplishments, thus, for this year (2022), POPCOM IV-A will focus more on this particular PPDP component.
