POPCOM Region IV-A continues to strengthen the capacity of Cavite province’ s Local Population Officers and Planning Team counterparts through program cascades such as the recently concluded planning workshop on the Localization of the Philippine Population and Development Program (PPDP) and the Establishment of Database through Population and Development (POPDEV) Mentoring. The 3-day workshop was held in a hybrid set-up on May 4-6, 2022. The 1st day covered a comprehensive virtual discussion regarding POPDEV concepts and measures among the participants from the provincial, city and municipal population offices. And face-to-face mentoring and coaching activities were conducted on the succeeding days to adequately prepare them on the localization through effective transfer of knowledge of programs down to the barangay level.

With POPCOM’s DBM approved Devolution Transition Plan (DTP), POPCOM IV-A aims to equip the participants with technical competency and knowledge that will encourage them to participate in the enhancement of their respective local plans and programs through integrating population variables. POPCOM IV-A’s Assistant Regional Director (ARD) Marilyn F. Ogaya, facilitated this workshop effectively as most participants expressed their appreciation in her conduct of this simplified yet engaging discussion. The agreements to be completed by the participants were: (1) the review and revision of the Memorandum of Agreement (MOA) and (2) the issuance of Executive Order (EO) on the organization of Cavite Planning Team to enhance their Ecological Profile through a desk review assisted by POPCOM IV-A.

While the localization efforts in Cavite province like other provinces in CALABARZON is still a long shot, POPCOM IV-A office believes that through such initiatives, they are a step closer towards the achievement of the government’s devolution plan.
